Deus Kibamba is a trained Political Analyst to a Masters degree level offered by the University of Sheffield, UK. He is the Executive Director of the Tanzania Citizens’ Information Bureau (TCIB), based in Dar es Salaam – Tanzania. In this role, he works under a Board of Directors chaired by Prof. Kitila Mkumbo of the University of Dar es Salaam to effectuate the Bureau’s goals in the areas of action oriented research, policy analysis and advocacy on the right of access to information for everyone in the United Republic of Tanzania as provided for in the Constitution of Tanzania, 1977.

As the Chief Executive and Accounting officer of this small but very dynamic organization, Deus has programmatically been responsible to the Board of Directors on matters relating to financial management and accounting, organizational development and administration, staff recruitment and retention as well as organizational due diligence on tax, pension and related matters.

Along with and by virtue of his being CEO of TCIB, Deus also chaired JUKWAA LA KATIBA TANZANIA (translated literary to Tanzania Constitutional Forum), a coalition of 184 Civil society organizations whose coming together in January 2011 was geared towards forging a big force of NGO – led Civil society to pursue citizen mobilization, literacy, monitoring and engagement on constitution making in view of the process that started with the announcement by the then President, Dr. Jakaya Mrisho Kikwete on 31st December 2010. His tenure as Chairman Of the Forum expires on 31st December 2016.

Prior to assuming the double roles of CEO and Chairman of TCIB and TCF respectively, Deus had served in the Tanzania civil society at various levels and positions for about 20 years from 1994 when he became a Research Assistant with the National Family Planning Association of Tanzania (UMATI). The other organizations and positions Deus has served between 1994 and 2015 are indicated in the details part of this resume below.

He maintains a good combination as an independent thinker and a team worker able to pull together and lead teams of diverse staff in terms of interests, ambitions and specializations using joint planning, self reflections and staff as well as management appraisals. For time he spent in the organizations he has served, Deus quickly accustomed himself with the new working environments and had a clear mark by the time his tenures were due for expiry.

He sits in various Boards and Committees including the Coalition on the Right to Information in Tanzania (CORI), Action Aid Tanzania Board of Directors, Rosa Luxemburg Foundation Board and is a member of the Africa Freedom of Information (AFIC) Board, headquartered in Kampala, Uganda.

Deus also holds a Bachelor of Arts degree in International Relations and International Law from the University of Dar es Salaam and a Postgraduate Diploma on Governance, Democratization and Public Policy from the Institute of Social Studies, The Hague, Netherlands.
