Caroline Gibu is Executive Director of Ciudadanos al Día, a Peruavian not profit organization that works in fields of open government and civic education.

She has been the senior researcher and team leader for almost every Consultancy undertaken by Ciudadanos al Día (CAD) and implementing consultancies for such various organizations as the World Bank, Global Integrity, and the International Budget Partnership. Prior to joining CAD, she also was a consultant for the Inter American Development Bank (IADB) and to the United Nations Development Program (UNDP) in the fields of transparency and new information technologies, and National Institution for the Defense of Competition and Protection of Intellectual Property (Indecopi)

She is a published author in such topics as public management, transparency and access to information, budgeting and public expenditures, social accountability and citizen surveillance, and Peruvian democracy. Member of the Multisectorial Commision in charge of monitoring OGP Peruvian Plan implementation.
