Kristian Ablan is a lawyer based in the Philippines with over ten years experience in government and public policy. He has served government in various capacities as solicitor, local legislator, and policy advisor, at the House of Representatives, the Office of the Solicitor General, the Provincial Government of Ilocos Norte, the Public-Private Partnership Center, and the Commission on Elections. He was awarded Outstanding Legislator for the Youth by the National Youth Commission in 2009, and a New Zealand ASEAN Scholarships Award in 2013.

Currently, Kris works for the Presidential Communications Office in the Philippines as its Assistant Secretary for Policy and Legislative Affairs. In July 2016, President Rodrigo Duterte signed an Executive Order operationalizing Freedom of Information in the Executive Branch. The task to implement the program was assigned by Communications Secretary Martin Andanar to Atty. Ablan. Since then, Kris has led efforts to produce a model FOI manual for all agencies; revive the Open Data Program to compliment FOI; and establish an on-line FOI facility.

Throughout his career, Atty. Ablan has always been interested in legislation and policy. He participated in organizational efforts to pass the U.P. Charter (R.A. No. 9500), the OSG Law (R.A. No. 9417), and the PPP Bill. At present, Kris is the PCO's project lead for the approval of the People's Broadcasting Corporation charter.

Atty. Ablan finished his bachelors degree in legal management at the Ateneo de Manila University and his law degree at the University of the Philippines, in 2000 and 2005, respectively. He also obtained a postgraduate diploma in development studies and a master of public policy at the University of Auckland in New Zealand. Atty. Ablan underwent further training in public policy at the Harvard Kennedy School of Government in Massachusetts, the Lee Kuan Yew School of Public Policy in Singapore, and the Asian Institute of Management in Manila.
