Jean-Noé is Executive Director of Open North, Canada's leading non-profit organization specialized in civic technology and open data. Open North recently launched Open Cities Strategies to support city leaders plan and execute open data programs and regularly trains public servants on open data and innovation in government. Open North's Citizen Budget simulator is used by more than 70 municipalities across North America. Working with governments, parliaments, and civic leaders, OpenNorth is actively engaged globally in the open data movement through the Open Government Partnership, ParlAmericas, the Global Initiative on Fiscal Transparency (GIFT), the International Open Data Charter, and the Opening Parliament Network. Open North regularly conducts research and supports open data initiatives, including a forthcoming discussion paper for the Open Data Institute in the UK on city resilience and GovLab's Open Data 150 index in Canada. Jean-Noé also co-founded MontrealOuvert, QuebecOuvert, and Connexité MTL, a data-driven social innovation incubator. He recently helped establish the Canadian Open Government Civil Society Network. He has more than 14 years of international democracy building experience in more than a dozen countries.
