Carolina holds a Bachelor degree in Political Science from the Pontificia Universidad Javeriana of Bogota. She then received her masters degree in Politics and Public Administration from the Jesuit University of Guadalajara.

Prior to her work as Undersecretary of Planning and Evaluation she was General Director of Social Politics in Jalisco's Secretariat of Development and Social Integration. Before that she led the Department of Social Development in the Guadalajara Municipal Government.

She has actively participated with numerous civil society organizations and governmental organisms on capacity-building projects, citizen participation and participatory planning.

In academia she has grown as a proffessor. She collaborated with La Jornada Jalisco in 2013 and 2014.
