Luis Alberto, born and raised in Guadalajara, has focused his career on social innovation, international relations and open government. He holds a Bachelor's degree in International Relations from ITESM (Tecnológico de Monterrey).

He currently coordinates the Open Government Agenda between the Government of Jalisco and the Open Government Secretariat for Jalisco. He is the point-of-contact between Jalisco and the OGP, particularly for the Subnational Government Pilot Program.

Prior to his involvement in the Open Government Agenda, he was in research and international cooperation prospective projects within the State Government.

He actively participates and collaborates with different civil society organizations, as well as student-led groups within academia.
