Ukraine is currently holding the position of eProcurement Team Lead in the Transparency and Accountability in Public Administration and Services (TAPAS) program, implemented by Eurasia Foundation in partnership with Transparency International Ukraine and Kyiv School of Economics and supported by USAID. From the beginning of 2015 Yuriy was one of volunteer coordinators of the public procurement reform ProZorro in Ukraine, associated with TI-Ukraine. From July 2015 until April 2016 Yurii joined for a short period of time the Department for regulation of public procurement. Yurii coordinats a set of reform’s directions with focus on elaboration of strategy, coordination of technical assistance and fund-raising, establishment of a Center of Excellence in Public Procurement, development of eLibrary of specifications, cooperation of ProZorro with other governmental organizations, and the like. Before joining the Ministry, Yurii worked in METRO AG (Dusseldorf, Germany), one of top-10 retailers worldwide, as an internal consultant on strategy development and implementation in such countries as Ukraine, Germany, Czech Republic, and Russia. Yurii obtained BA in Political Science from Kyiv-Mohyla Academy and MSc in Political Economy from BI Norwegian Business School (Oslo, Norway). Besides, Yuri also completed a one-term program on transition studies at Tartu University (Tartu, Estonia).
