Youdi Schipper is evaluation manager at Twaweza East-Africa, where he leads the KiuFunza randomized trial on the learning impact of a teacher pay for performance system in Tanzanian primary schools. He is affiliated to the Amsterdam Institute for International Development as a senior researcher on quantitative impact evaluations. His current research work focuses on education system reform, as part of the Tanzania team in the DFID funded RISE (Research on Improving Systems of Education) program. At Twaweza in Tanzania, Schipper managed the set-up of a nation-wide mobile phone panel survey, the first of its kind in Africa; this initiative has recently been adopted in Kenya too. He is co-author of a handbook on mobile phone panel surveys and has published articles and policy briefs on a wide range of topics including learning outcomes, education, water, health, election polls, citizen engagement and access to information.
