Ms. Sandra Elena is a access to justice, rule of law and open government expert with extensive experience in Latin America and other regions of the world. Since 1990, she has been involved in legal and institutional analysis, civil society coalition building, and political and legislative reforms in the following areas: access to justice and minorities, the rule of law, transparency, public sector reform, and open government. Her areas of expertise include legal analysis, qualitative and quantitative research, project management, contract negotiation, and program design, implementation, monitoring and evaluation. Ms. Elena has participated in long-term USAID/WB/IDB-funded projects in Argentina, Mexico, Bolivia, Peru, Haiti, Honduras, Nicaragua, Guyana, Ecuador, Pakistan, India, and Albania, among others. She was the Director of the Justice Program at CIPPEC. She is Coordinator of Open Justice’s Program in the Ministry of Justice and Human Rights of Argentina.
