Edmunds Beļskis holds the position of Deputy State Secretary at Ministry of Environmental Protection and Regional Development of the Republic of Latvia. In this role, he carries responsibility of defining and implementation of E-Governance policy, as well as developing the whole-of-government approach for better delivery of public services, based on customer needs and provision of multi-channel service, i.e. on-site and easy to use E-government portal along with seamlessly integrated back-office information systems. Before joining team of the Ministry of Environmental Protection and Regional Development, Edmunds was holding leading positions at Ministry of Transport and Ministry of Economics. Edmunds has accrued significant experience in public administration, strategic development, business alignment, quality management and ICT operations. Edmunds has received the degree of Master of Public Administration from University of Latvia and the degree of Master of Science in Electrical Engineering from Riga Technical University, Latvia.
