Askar Kyssykov was born 24.02.1987 in North Kazakhstan region. In 2007 graduated The North Kazakhstan State University named after Manash Kozybayev in "State and Local Government" with bachelor's degree (Petropavlovsk). Since 2007, began his career in the Akimat of North Kazakhstan region as leading, and then chief expert in the Department of economy and budget planning of North Kazakhstan region. 2009-2011 - studying at the magistracy of the Lomonosov Moscow State University («Economy»). 2011-2013 – expert, deputy director of the Economic and scientific expertise center of the Economic research institute (Astana). From August 2013 to October 2013 - deputy director, director of the Department of economic expertise of the National Economic Chamber of Kazakhstan “Atameken Union”. From October 2013 to August 2015 – expert, deputy director of the Department of economic integration of the National Chamber of Entrepreneurs of Kazakhstan "Atameken". In 2014 - external expert at the E-Commerce center for project in macroeconomic and budget analysis. Since 2014 - co-founder of a start-up project for the creation of the first Kazakhstan 3D-printer. August 2015 - March 2016 - analyst of Vice-Minister for Investment and Development of Kazakhstan. From April 2016 to present time - economist of Center for applied reseach "Talap".

Center for applied reseach "Talap" established in 2016 as a public fund, the Centre for Applied Research “TALAP” defines its mission “to promote the economic development of Kazakhstan and improve the quality of human capital by implementing the basic principles of economic liberalism and free market”. The work of the Centre covers a broad array of issues, including economics, finance, human capital development, public administration and law. The Chairman of the Board of Trustees is Mr. Rakhim Oshakbayev, who is a former Vice-Minister of Investments and Development and an alumni of the Rumsfeld Fellowship Program. He also worked as a Project Manager for the International Finance Corporation, Director General of the Analytical Centre of Economic Policy under the Ministry of Agriculture, Managing Director of “Samruk-Kazyna” National Welfare Fund and, most recently, Deputy Chairman of “Atameken” National Chamber of Entrepreneurs.
