Mrs. Borrero is specialist in Administrative Law, with wide knowledge in judicial systems, judicial reforms and justice administration, State management and public administration, and Colombian legal framework related to science, technology, non-profit organizations and public contracting regulation.

She has worked extensively in the leading of investigation projects and work teams for the design and development of jurisdictional management processes and procedural reform in Colombia, Paraguay, Peru and Dominican Republic. Mrs. Borrero has special skills on the design, negotiation, implementation and attainment of funding sources for social projects, as well as on providing legal advice for the establishment and reorganization of entities or specific areas inside them. During her seven years in the Executive Direction of CEJ, Mrs. Borrero has successfully conducted diverse projects on the justice fields. She has also coordinated the performing of events with experts on different justice-related topics (both local, national and international) during this period.
