Jean-Jacques KUDELA International consultant Lecturer at University Paris I – Sorbonne, Master2 of Digital Law

Mr Kudela has been running as team leader for 15 years big sized projects on behalf of multilateral international institutions, (EC, EBRD, OCDE, UN…) supervising multidisciplinary teams of local & international experts.

He has already spent 30 years abroad; Mr Kudela cumulates two decades of field experience in all republics of the former Soviet Union as well as in the other countries of the former Socialist Block. He took part in reforming the investment and banking system, he supported the free market setting up and the growth of the SMEs.

Tolerant and multicultural, he’s got experience of being a go-between and coordinator when dealing with horizontal projects involving several donors, chiefs of party and beneficiaries from several countries at once.

Mr Kudela has acquired a combined experience of working in SME development. Having started as SME loan officer and financial analyst in France, he became familiar with investment problematic in Russia, he advised and financed SMEs in Ukraine and Georgia; he evaluated SME support programmes in 10 countries (Central Europe, Baltic, Balkan and Caucasus). For the last years, Mr Kudela has focused on strengthening business networks (Turkey, Russia), on production of electronic B2B solutions (Turkey, Russia, FSU Central Asia countries) and conversion of SMEs to eSkills and eBusiness (France, Russia, Turkey). Between 2003 and 2010,, Mr KUDELA has advised the French Confédération Générale des Petites et Moyennes Entreprises du Val-de-Marne (largest SME association of France since 1949) on Internet and more recently e-Business.

Since 2005, he’s involved with the European Commission in supporting the reform of the Russian administration and its conversion to electronic government with a focus on G2B and G2C services. Mr KUDELA lectures electronic government at Sorbonne University (Paris I) for the Master II of Digital Law; since 2010 he speaks as guest lecturer at High School of Public Administration at Lomonosov Moscow State University (ВШГА-МГУ).

The practice of several languages - including Russian, English, German and French - joined to a strong personal adaptability helps him in various communication schemes. He’s familiar with dealing with people in very various work situations. His professional experience makes the contact easier with representatives of the civil society (citizen & entrepreneurs) as well as with people from ministries & administrations.

Mr Kudela works together with IMODEV (Institut du Monde et du Développement pour la Bonne Gouvernance Publique) since 2012, taking part in conferences and round tables with articles, presentations and key speeches (Paris, Moscow, Kinshasa…) as well as moderating conferences and round tables at request (Paris, Kinshasa).
