President of the Multitudes Foundation (Chilean CSO) and Professor at the Institute of Public Affairs (INAP) of the University of Chile. Founder and senior researcher at the Research Group on Government Administration and Public Policy (GIGAPP), Madrid-Spain. He has been a consultant specializing in open government, institutional strengthening and governance of the Latin American and Caribbean Institute for Economic and Social Planning (ILPES) in the United Nations Economic Commission for Latin America and the Caribbean (ECLAC), and has advised several Latin American governments and international agencies, including IADB, CLAD, OAS, UN, OGP, FIIAPP, European Union, among others. He has also been part of the Open Government Awards Jury of the Open Government Partnership (for the years 2014 and 2015) and Co-Founder of the International Campaign Open Government Standards.
