Maria Jihan Sangil (Frei Sangil) is co-founder and president of Layertech Software Labs (For profit software dev’t company) and Vice-President of Ignyte Innovations Lab, Inc. (Non-profit research and technology dev’t organization). Frei and her team designs and develops a wide range of custom ICT solutions for their clients in the business, Academe, and Government sectors. Frei also works as a technology consultant for both business and government figures, and and as an advocacy, gives free talks, mentorship and training to less-privileged youth interested in science and technology. Frei is a certified cybersecurity professional with field experience in a multinational cybersecurity company. Currently, she is project manager of “Cloud-Legazpi” a city-wide government project to turn the entire Legazpi City Albay to a citizen-centric smart city that incorporates user feedback in governance.

Frei studied Applied Physics in the university of the Philippines, but had to quit her passion due to financial problems. To make up for her tuition fees, she started working as a programmer for various clients in the business sector. Nevertheless, she never stops watching online lectures and creating programs. Now, it is her advocacy to help less privileged youth in the field of science and Technology.

Frei was team leader of Mileaf Medical Network, in the Global Innovation and Student Challenge 2013 in Hong Kong PolyU, where she started. Then, her team won Gold at 2015 Global Innovation Competition for her entry Balangay: A Cloud-Based information system for disaster (which is now being implemented in Legazpi City and won Champion again at National ICT Confederation of the Philippines eGov awards 2016). In February 2016, her team also won UNAIDS and Youth Pact's iCount competition with MediX Battle Arena, A game to help AIDS awareness and tracking in youth.

Frei is currently the Project Manager of Cloud Legazpi, and the Legazpi City Mayor Noel Rosal's Consultant for IT and Technology developments in the city. She aims to help the city become a pilot area to demonstrate it is possible for a provincial city in a developing country to adapt data science and technology in its governance, and become a city ideal for innovations, research, science and technology and nourishing for the young minds regardless of social class.
