Andrew Mandelbaum supports Development Gateway’s open contracting projects. Previously, he cofounded and served as vice president of SimSim-Participation Citoyenne, a Moroccan non-profit organization that seeks to help citizens participate in government work through the use of technology. As a Senior Program Officer at the National Democratic Institute (NDI) in Washington, DC, Andrew managed the OpeningParliament.org network and the collaborative creation of the Declaration on Parliamentary Openness, which has been ratified by nearly 200 civil society organizations and parliaments worldwide.

Andrew has consulted for the World Bank, US Agency for International Development and other organizations, and spoken publicly on legislative openness and citizen engagement in the legislative process. He holds a Master’s in Democracy and Governance from Georgetown University and a B.A. in Public Policy Studies from Duke University. Andrew speaks Arabic and French.
